The Declaration is a Main Quest in Lost Ark. The Declaration is part of the main story of Lost Ark and it is necessary to complete it in order to complete the game. However, it is recommended to complete some non Main Quests of your choice to gain additional equipment and level up in order to make Main Quests easier by being better equipped and prepared. Completing Main Quests will eventually lead you to unlock new features of the game and gain a full experience of it.
What the heck? All the pigeons are sick! Oh, dear. It must be some kind of contagious disease. This isn't good.
Lost Ark: The Declaration Information & Walkthrough
You start off this quest by speaking to Thirain. He thanks you for helping Meerhan with the supplies and asks if he could trouble you with another request. He says that he was about to send a declaration to the factions across Luterra before marching to Luterra Castle but Meerhan is currently preoccupied with salvaging the fortress. He then gives you the task to send out the declaration to all the factions.
Now find Messenger Pigeon Wrangler Herod in the area, he should be located at the Northern Outpost. Once you reach Herod, he says that all of his pigeons are sick, it must be some kind of contagious disease. He tells you to go out and collect some Crystal Water, these are found in Mount Zagoras and it does wonders for this type of disease.
Now head over to the orange icon presented on your map and collect crystal water for Herod's pigeons in the area. Now head back to Herod and deliver him the crystal water. With this, the pigeons will feel better soon, he then says that he's already tied the messages to the pigeons' feet, and you would just need to open the cage door, now go over the cage and press "G" to open the cage and send out the letters. After opening the cage door, a cutscene will play out and show the pigeons fly out of their cages to deliver the messages to all the other factions. Now speak to Herod again. he thanks you for helping out the pigeons, he then says Armen is looking for you and you should go meet him.
After your conversation with Herod, the quest is completed and you automatically obtain the next main quest To the Eastern Ruins.
